This is probably something that can't be implemented before we move to DNF based depsolving.

Pungi now supports doing depsolving with DNF. Fedora composes are using that and it seems to be working with packages with weak and rich dependencies.

I'm going to close this issue. If you would like to see more improvements, please provide details.
