#81 pref to make no images for an arch, only trees

For f24 fesco would like to not produce any x86/i686 images. We still want the rpm trees so we can do multilib, but we dont want to make any images, no boot.iso, no cloud, no server dvd iso, etc.

So, it would be great if we had a pref for 'tree only' for an arch for this purpose.

For images created by image-build, livecd's, live media and createiso phases there already is configuration to skip them (createiso_skip or just not configuring any images for the other parts).

This leaves the buildinstall phases that creates a boot image using lorax. There are no options to configure that.

Adding an option buildinstall_skip as a list of architectures would solve this.

Note: the productimg depends on output of buildinstall, so it needs to skip some arches as well.

We now have a buildinstall_skip option, so it should be possible to turn all images for for a given architecture.
