#854 Turn buildinstall off for variants

In the case of the hybrid compose that is now Fedora we build the Modular variant that is intended as a addon for Everything. but is its own variant. it has a buildinstall run happening for it, but the content is not installable alone, we need to be able to mark a variant and nonn installable and skip buildinstall for it.

unrelated, but relevant.. Should we disable the buildinstall for Cloud? The kickstarts contain most of the knowledge and we could just use the Everything buildinstall right?

ping. getting this fixed for Fedora 28 is necessary.
