The epel7 branch of the rpms/perl-Net-NBName repository contains a dead.package file which indicates that the package was retired.
Can this be undone?

Hi, the package is retired for a long time.
The package has never been retired. The commit that added the dead.package file seems to have been done only in the EPEL7 branch.
Is a re-review needed even in this case ?

Packages are retired per branch i.e for the specific release. So yes the re-review is required.
The package has been re-reviewed in bug #1951495
@eseyman perl-Net-NBName is now unretired for epel7.
