Describe the issue
kdebugsettings and kamoso are stalled EPEL packages.
Per the EPEL stalled package policy - https://fedoraproject.org/wiki/EPEL/GuidelinesAndPolicies#Stalled_EPEL_Requests - I have contacted the maintainers, twice, and waited the appropriate amount of time.
These are both KDE packages, and I am requesting kde-sig admin permissions for these two packages. I am a part of the kde-sig, so this would give me the correct permissions to branch and build them in epel8 and epel8-next.
If you need a specific user, then add me, tdawson with the permissions.

If we cannot complete your request, what is the impact?
These packages would not be able to be updated in epel8-next, causing them to be un-installable as the rest of the KDE Plasma Desktop in epel8-next (and eventually epel8) get's updated.
