#10281 fedpkg request-repo doesn't unblock branches for retired packages

  • Describe the issue
    The F-35 branch doesn't allow pushes because it was blocked when the package was retired and just closes the request as invalid (https://pagure.io/releng/fedora-scm-requests/issue/36475) because the branch exists. But on the unretire ticket it was stated to request branches this way (https://pagure.io/releng/issue/10279).

The push fails because the git is blocked, and I suspect it's also blocked in koji:

The request-repo should check if the branch exists if it's blocked in git/koji and rather than just closing the ticket as invalid do the required bits on the bits to ensure the access works.

Hi, this happened because the package was retired just after mass branching, and the f35 branch was already created in PDC with EOL set to the retirement date. Your previous request does not state the branch you want to unretire, so I had unretired the package only on the rawhide branch.
It should be all set now.
