#10488 Unretired pakcgaes stay orphaned

Recently, when @humaton unretires packages, they are left in an orphaned state.
The policy says such packages should be retired if they were orphaned 6+ weeks.
This may result in accidental retirement right after the packages were unretired.
Please, do not keep unretired packages in an orphaned state.

Hi @churchyard, oh I forgot that the script is run daily. I was doing this as a temporary measure until I get fixes for #10394 deployed. To avoid inconsistencies in the DB. But thinking about it cleaning the DB after we get pieces in place is probably a better idea.
