I think we need to rework these tickets as we are getting a lot of people who are not packagers asking to be made maintainers of orphaned packages. I don't believe this is possible under the rules for someone to become a packager.

I don't have packager access to upload any source file, you can upload the source file and update the source with the correct hash. So then only the build going to be successful.
