perl-String-Similarity is a stalled EPEL package.

I am requesting "lcons" commit permissions so that I might branch and build this package in EPEL.
Since the package is now orphan (owned by extras-orphan@fedoraproject.org), I can also take ownership and maintain it for Fedora and EPEL.

There seems to be a problem...
Here is what I tried:
% fedpkg switch-branch epel7 Could not execute switch_branch: Unknown remote branch origin/epel7
This is expected since there does not seem to be an epel7 branch.
% fedpkg request-branch epel7 Could not execute request_branch: This package is already an EL package and is built on all supported arches, therefore, it cannot be in EPEL. If this is a mistake or you have an exception, please contact the Release Engineering team.
Why do I get this error?

@lcons, as the massage states the package is already in Enterprise Linux , so it is in the rhel repositories, and adding it into epel will create conflicts.
