No rebuild required but any new builds may be impacted. Specifically:
There's two ways to look at it.
One, "make" does not provide any libraries or ABIs that become part of any built package, so there is no need to rebuild everything just to get, say, a security fix or ABI change.
Two, "make" tends to be used to do lots of builds, so packages may FTBFS if they rely on features that are changing.
So... is a mass rebuild required? No. Packages that are already built will not benefit from being rebuilt. Would a mass rebuild provide any benefit? Perhaps, in that it would detect any FTBFS earlier. Is that good? Well, if you need not build your package at all it doesn't matter if a build you don't do wouldn't work yet.
Thus I marked this "no mass rebuild required" but if a mass rebuild happens anyway...
