F38 installs are still tracking Rawhide.
I think a fedora-repos build for branched F38 is needed.

If you install the binary packages from fedora-repos-38-0.5 and fedora-release-38-0.25, that will fix it (those aren't in the last compose). You can get the signed packages from https://kojipkgs.fedoraproject.org/packages/fedora-repos/38/0.5/data/signed/eb10b464/noarch/ and https://kojipkgs.fedoraproject.org/packages/fedora-release/38/0.25/data/signed/eb10b464/noarch/ .

I see the latest version of fedora-release is now 38-0.26.

I don't remember exactly what the problem was, maybe with signing, but adamw and nirik are aware of it, and are trying to get a compose with the updated packages.

Everything is set, but we need s390x builders to come back before we can do another compose. ;(
