I have fixed the FTBFS and build locally for f37, f38 and rawhide. I will do a koji scratch build as well as soon as the s390x nodes are online again.
Please restore branches rawhide and f38. Since the package has been retired less than eight weeks ago, I believe a package review is not required. But I will happily file one, if needed.
If needed the fix can be viewed in my fork of the package. In addition to the FTBFS, I also migrated to SPDX license tags. I also plan to review the font subpackage once the package has been unretired.

Branch f38, which was also retired, appears to be still inactive. I cannot merge into it.

BuildError: package cave9 is blocked for tag f39-updates-candidate
Happened when building in Koji.
I saw the same error reported on the devel list recently, where @kevin mentioned that this means the package has not been unblocked fully.
Actually, the packages were unretired properly but somehow some of them got retired back by automation.
You should be good to go for both rawhide and f38
