Describe the issue
As part of the FCOS SOP for branching we need the coreos-pool tag to be updated to include the F39 signing key. Please run the following command to update the list:
koji edit-tag coreos-pool -x tag2distrepo.keys="38ab71f4 5323552a eb10b464 18B8e74c"

When do you need this? (YYYY/MM/DD)
This week sometime would be nice. Should take less than a minute to complete.

We won't be able to build FCOS from the coreos-pool tag for F39 rpms
