Fedora Sericea installer image is not published to https://dl.fedoraproject.org/pub/fedora/linux/releases/test/38_Beta/

Users will have to rebase from another OSTree variant or use nightly images to test Sericea.

@humaton We need to add this to our docs... it wasn't in there and we didn't sync it, even though it was composed. ;(

So, sync it in, and update docs to sync it moving forward. ;)
