Describe the issue util-linux-2.39-0.1.fc39 seems to break just about everything, because after installing it and rebooting, /var is mounted read-only. See: https://bugzilla.redhat.com/show_bug.cgi?id=2180593
When do you need this? (YYYY/MM/DD) ASAP.
When is this no longer needed or useful? (YYYY/MM/DD) When the bug is fixed.
If we cannot complete your request, what is the impact? Rawhide likely won't compose or will be broken, openQA tests will all fail.

There is a new 2.39 build - util-linux-2.39-0.3.fc39 - which also seems to have the problem:

oddly the KDE and Workstation tests passed, but server and container tests are again failing on read-only filesystem problems. So we need to untag this one too.
