As discussed in BZ ticket #2196879 an unexpected update of python-requests-toolbelt is causing poetry to be uninstallable.
Can python-requests-toolbelt-1.0.0-1.fc39 be untagged from f39 tag?

I've relaxed the version constraint in poetry for python-requests-toolbelt, it should solve the problem.
