Looks like a whole bunch of updates are stuck in pending for F38. They appear to have been untagged during a push. Discussion here:

I am not the maintainer of any of those packages, so I don't want to overstep by tagging them. Could you please tag them, so that they go into testing.

When this happens it usually means that the composer run failed after moving the builds from updates-candidate into testing tags. (see https://github.com/fedora-infra/bodhi/issues/5396)

To correct the wrong state there are two steps:
- first, manually tag the relevant builds in f*-updates-candidate
- second, push the update to testing

I have now verified that buids in stuck updates were correctly tagged (probably someone already did so), so I pushed them all to testing.
