Looks like repo is broken.

This isn't a releng problem... but here's what's happening...

In https://src.fedoraproject.org/rpms/kernel-tools/c/f95007956e0f6ae0aedd4c34ad973da745bf1f20?branch=rawhide the kernel-tools package was retired in favor of a subpackage of the kernel again.

Sadly, no new kernels have landed in the buildroot/f40 due to https://bugzilla.redhat.com/show_bug.cgi?id=2261842 so they never pass gating.

See https://bodhi.fedoraproject.org/updates/FEDORA-2024-28601a6bb0 for the last one.

So, the kernel needs to get fixed so it can pass gating, then things should all be working for you...

Thanks for clarification, kernel-tool-libs-devel is now a part of kernel package, got it.
