Please unretire rust-oxipng and unblock it in all active Fedora branches (f41/Rawhide, f40, f39, and f38).

The package was re-reviewed for unretirement in https://bugzilla.redhat.com/show_bug.cgi?id=2259760.

The oxipng command-line tool cannot be packaged in Fedora.

The package is now unretired. For missing branches please use $fedpkg request-branch. Done for rawhide/f4, while there were no f38. f39, and f40 branches which can be requested via the normal way and they are unblocked from koji!
