This update breaks FreeIPA, which is a release-critical part of Fedora. Someone decided to waive the failure and push the update stable anyway. That's not okay. Every other Rawhide update will now fail gating because its FreeIPA tests will fail.

we're holding this for an hour or so to see if we can bodge freeipa into working with java 21, somehow.
Somewhat amazingly, just building dogtag-pki to really use java 21 seems to resolve this (I was expecting it not to work properly, or some other incompatibility to show up, but the tests on a scratch build all passed). I'm sending an official build now, if that passes tests and goes stable we shouldn't need the untag.
OK, this seems to be cleaned up now well enough for openQA tests to pass at least. We don't need the untag.
