Describe the issue
qt5 is a stalled EPEL package.
Per the EPEL stalled package policy - https://docs.fedoraproject.org/en-US/epel/epel-policy/#stalled_epel_requests - I have contacted the maintainer, twice, and waited the appropriate amount of time.

I am a member of the kde-sig and I am requesting kde-sig be given admin permissions. The kde-sig was given admin permissions to all the qt5-* packages, but this one was missed.
At the very least, please give me commit permissions so I might branch and build this package in epel10.

If we cannot complete your request, what is the impact?
It is preventing us from bring anything qt5 into epel10.
Because many KDE packages are using both qt5 and qt6, it is blocking bringing KDE6 into epel10 without alot of reworking the packages.
