Describe the issue gtk2 and qrencode are stalled EPEL packages. Per the EPEL stalled package policy - https://docs.fedoraproject.org/en-US/epel/epel-policy/#stalled_epel_requests - I have contacted the maintainers, twice, and waited the appropriate amount of time. https://bugzilla.redhat.com/show_bug.cgi?id=2308762 https://bugzilla.redhat.com/show_bug.cgi?id=2309570 I am requesting tdawson be given commit permissions for each so that I might branch and build these packages in epel10.

If we cannot complete your request, what is the impact? These packages are needed for several KDE packages to build in epel10. If Troy isn't given access to them, the other packages will not be able to be built in epel10.
