It seems that releng-bot is unable to create epel10 branches:

  • https://pagure.io/releng/fedora-scm-requests/issue/67761
  • https://pagure.io/releng/fedora-scm-requests/issue/67755

The following failure appears:

{'error': 'Remote hook declined the push: Creating a new reference/branch is not allowed in this project.', 'error_code': 'ENOCODE'}

Someone has set the 'prevent creating new branches from git push' hook.

This prevents the scm processing toddler from working.

Please unset that hook, request retry and then set it back (if you must)
