I accidentally requested f39 when working on rpms/frog-protocols even though it won't build there. There's no content in this branch, so I'd like it deleted so people don't think it's planned.

since f39 is an official production branch, and according to the guidelines we should not delete it, I'm thinking that we should add a dead.package to it, and block it in koji. How does that sound @kevin @humaton ?

If there are no builds and nothing has happened, it is perfectly safe to delete. I even had a previous request for another package and that went through fine: #12298.
