Describe the issue libei is a stalled EPEL package. Per the EPEL stalled package policy - https://docs.fedoraproject.org/en-US/epel/epel-policy/#stalled_epel_requests - I have contacted the maintainer, twice, and waited the appropriate amount of time. https://bugzilla.redhat.com/show_bug.cgi?id=2311971 I am requesting tdawson be given commit permissions libei so that I might branch and build it in epel10.

If we cannot complete your request, what is the impact? libei is a build dependency of kwin. kwin is a critical piece of the Plasma KDE Desktop. Thus if I am unable to get libei in epel10, there will be no KDE desktop in epel10.

My guess is that this contains a buildroot only package which isn't going to be shipped even in CRB anytime soon and it needs an EPEL one to be used.

It's not. It's in AppStream since it's required for GNOME. The -devel packages need to be requested to be shipped.
