This is a compat package for rust-atomic, which ships version 0.6, while this package ships version 0.5.

Compat packages can be added from scratch without going through package review, so I don't think it would make much sense to require a package review for unretirement of a previously existing compat package, either.

The package will effectively be unchanged from the version that's still available in the f40, f39, and epel9 repos, since the version shipped there still current and "good".

Still, if releng prefers that I file a package review ticket for this unretirement request (the package has been retired for more than 8 weeks), I can do that too.
