Issue #12386: Block following retired packages in koji please - releng

Describe the issue
Some retired packages managed not to get blocked in koji.
Running a script to detect those, I see this result:

All packages that should be blocked: 
{
'epel9': ['nwg-panel'], 
'f42': ['bournal', 'sqlninja'], 
'f41': ['libgit2_1.5', 'libgit2_1.6']
}

Please block these packages for the respective tags.

When do you need this?
I guess before final freeze 2024-10-15

Retired packages remain on branches
