Describe the issue zeromq and openpgm are stalled EPEL packages. Per the EPEL stalled package policy - https://docs.fedoraproject.org/en-US/epel/epel-policy/#stalled_epel_requests - I have contacted the maintainers, twice, and waited the appropriate amount of time. https://bugzilla.redhat.com/show_bug.cgi?id=2311583 https://bugzilla.redhat.com/show_bug.cgi?id=2315444 I am requesting tdawson be given commit permissions for each so that I might branch and build these packages in epel10.

If we cannot complete your request, what is the impact? These two packages are build dependencies of ffmpeg, which is required for many epel10 packages. If they are not able to be built, there are many packages that will not be able to make it into epel10, including the KDE Plasma Desktop.
