There was a problem with pague.io server and as a result https://pagure.io/releng/fedora-scm-requests/issue/72157 request has not finished properly: The git branch was created, but a package list in Koji was not updated https://koji.fedoraproject.org/koji/taskinfo?taskID=129088198:

BuildError: package perl-Shell not in list for tag epel8-testing-candidate

This seems to be fixed now.
