Describe the issue python-binaryornot is a stalled EPEL package. Per the EPEL stalled package policy - https://docs.fedoraproject.org/en-US/epel/epel-policy/#stalled_epel_requests - I have contacted the maintainer, twice, and waited the appropriate amount of time. https://bugzilla.redhat.com/show_bug.cgi?id=2344697 I am requesting tdawson be given commit permissions for python-binaryornot so that I might branch and build it in epel10.

If we cannot complete your request, what is the impact? This is holding up the building of reuse, which is a build dependency of neochat, a matrix client. Currently there are no Matrix clients for EPEL10.
