#12825 When processing stalled EPEL package requests, make the requester EPEL bugzilla override

I see several issues like:

In all cases, the requester gained epel collaborator status, but the EPEL bugzilla override was not set to the requester.

This means that all the EPEL bugzillas will be assigned to the Fedora maintainer who has not consented to this.

You are absolutely correct. Thank you for bringing this to our attention. I went ahead and manually updated all of the Bugzilla assignees for EPEL for historical tickets. I might add a simple SOP to make sure this doesn't happen in the future.
