Please mark the eclipse:2019-03 and tycho:1.3 module streams as EOL.

Someone keeps trying to build them (Mass rebuild?) but they should not be built.

BTW, is there a ticket for adding "fedpkg retire" support for modules?

Unfortunately no. Currently, there is no stopping of building modules when they are EOL'd, we can only stop pushing changes to dist-git. Mass rebuild will look at eol dates and rebuild, so, they wont be rebuild again during mass rebuilds.
