#8898 Claim ownership of retired sphinxbase package

I would like to claim ownership of the retired sphinxbase package. Sphinxbase was recently retired. I was a previous sphinxbase maintainer, and I only recently had the time to discover how to build the package against Python 3.

The pocketsphinx package relies on sphinxbase, and there are a few open bugs related to pocketsphinx not building:
