As required by Fedora policy, this is a request for an impact check for the propsed f32 feature: https://fedoraproject.org/wiki/Changes/LLVM-10

We will need releng to create a f32-llvm side tag in order to complete this change, but I will request this in another ticket when I'm ready.

We used the new fedpkg request-side-tag feature for LLVM 10, so we don' t need to request a side-tag any more.
