I wanted to install the most minimal version of fedora. But, found there are two options, Both are the same size & seems like does exactly same.
Fedora Net-Installer - 650 MB https://dl.fedoraproject.org/pub/fedora/linux/releases/31/Server/x86_64/iso/
Fedora Everything - 650 MB https://dl.fedoraproject.org/pub/fedora/linux/releases/31/Everything/x86_64/iso/
If there not really any difference then, Users will get confused while choosing between these different editions. It's also a extra work from developer side to maintain 2 separate versions.

They are in fact not the same.
The server net-install has server defaults by default... so xfs filesystem is used, free space over 50g is not added to /home, but left as unpartitioned lvm space, etc.
We could stop making the server netinstall, but thats not really something we can just decide here. You probibly want to ask on the devel list and get a consensus.
As for minimal, I guess it depends on what you mean by that... amount of disk space? Could be either one if you choose to not install very much...

There is a lot of disucssion on a topic similar to this in https://pagure.io/releng/issue/7403. In https://pagure.io/releng/issue/7403#comment-501396 I mention a solution where we create a single netinstall and have different options at the syslinux boot prompt for what "edition" you want to install
