Reopen Issue

I ran fedpkg retire on the el6 branch of perl-IO-Tty on 29th June and it's still not blocked in koji:

$ koji list-pkgs  --show-blocked --tag dist-6E-epel --package perl-IO-Tty

The retirement happened because the package became available in RHEL a long time ago (https://bugzilla.redhat.com/show_bug.cgi?id=711647). The EPEL maintainer didn't take any action and I didn't notice the ticket myself until it showed up on the new packager dashboard.

It should be fixed now.
