Issue #9788: Block/retire sonatype-oss-parent and jvnet-parent on f34+ - releng

I've retired sonatype-oss-parent and jvnet-parent on rawhide 2 days ago.

Please ensure they are properly retired in PDC and blocked in Koji for f34+.
