#27 Can not run 'rpkg srpm' with python3-rpkg-1.61-1

__init__() got an unexpected keyword argument 'kojiconfig'

Once there's fix, we should Requires: python3-rpkg >= 1.61.

I fixed it so that it works for older version of python3-rpkg too : https://pagure.io/rpkg-util/c/54191131b481490febaadf3a520e3f71db5adc1d?branch=v2

Not ideal though.
