#275 Package rpkg to provide python3-rpkg

Currently there is already package python2-rpkg. For Python 3, we need to package rpkg as well.

@cqi is that only about the packaging and https://bugzilla.redhat.com/show_bug.cgi?id=1024823 ? i.e. the code itself is Python 3 compatible? I can have a look at the packaging part if that's the case.

@churchyard it is time to release python 3 package for rpkg. I actually planned to release fedpkg and rpkg Python 3 packages together. Thanks for your patch. I'll review your another patch to rpkg, once it is merged, the commented line can also be removed from spec.

There is still some work to make fedpkg be compatible with Python 3. So, probably your patch could be held on in PR a while until fedpkg is ready. I'm not sure if this is ok. What do you think?

I think that having python3-rpkg without fedpkg cannot hurt anyone and will make the transition of fedpkg and possible others easier. So I'd prefer if it's built now. However, it's not a strong opinion.
