#18 [RFE] Setroubleshoot reports to project components which uses independent policy

So my idea is simple, for policies shipped independently, this reports
should be reported to right component not selinux-policy. I had discussion
with Vito about this change and it looks simple to change it.

Change can be following:
Setroubleshoot will have new dir e.g(
/usr/share/setroubleshoot/policy/associations.d ) where users of IPP will add new file with type which is shipped in their independent policy together with bugzilla component like:
container_t : container-selinux
spc_t: container-selinux

This change should be also documented in IPP.
