#265 unify resultsdb-{dev,stg,prod} playbooks

Closed: Fixed Jul 10, 2018 Opened May 16, 2018 by kparal.

In infra ansible, we have a single playbook for taskotron and taskotron-client-hosts. But for resultsdb, we have 3 separate playbooks. After talking to @tflink, it would be nice to have it as a single one, the same way our other playbooks are done. Please merge them into one and send a PR. Thanks.
