#204 Default 'taskotron_master' seems to be invalid.

The default value for 'taskotron_master' points to a server that does not seem to exist.
Should it not be ' https://taskotron.stg.fedoraproject.org/taskmaster/' ?

Yeah, those default values aren't very good and should have been changed a while ago

@kparal, @jskladan - do either of you have any thoughts on what to change the default urls to? I'm not sure that the actual public urls are a great idea and was thinking that doing 127.0.0.1 would work better as default values.

Setting localhost as a default value seems good to me.
