The current trigger code only looks for koji build messages but many of the tasks that we're interested in are triggered on bodhi updates.

Modify the trigger code to listen for bodhi messages and support triggering tasks with:
* the update name
* the update state (updates-testing-pending, updates-pending)

The force builder in buildbot doesn't yet support taking information based on updates but that's covered in #91
