#5 Configuration file for TomcatJSS

Currently tomcatjss configuration is stored in server.xml. The typical configuration can be hard to read and manage:

It would be nice to move these settings to a separate file (e.g. /var/lib/pki/pki-tomcat/conf/tomcatjss.conf), so what remains in server.xml is just:

Many of the parameter values above can also be converted into default values such that the configuration file will only contain non-default settings.

I think the required changes in Tomcat JSS is sufficient. PKI still needs to be updated to use the new configuration file.
