We need to register a scope for WaiverDB on https://fedoraproject.org/wiki/Infrastructure/Authentication. The scope would be something like 'https://waiverdb.fedoraproject.org/oidc/create-waiver'.

It seems like I can use python-fedora to simplify the script generating the token.
