PR#142: switch to Python 3 on Fedora -

The EPEL7 build will continue to be built against Python 2.

Fixes #91.

I think this will conflict with PR#141 on Jenkinsfile. Note to self: fix up the new invocation of pylint to pylint-3.

/usr/bin/pytest-3 is the new official location, but this one works too.

Oh yeah, pytest has so many aliases I totally lost track of what's what :-)

Oh, my. Do we actually live in the future? :+1:
