The README file says:
See doc/xmlto.xml for more detail about what it is.

In the source package::
doc/xmlto.xml is an XML file that is hardly readable to an inexperienced operator, and the instructions to make it readable are provided in the same file, making it a bootstrap problem.

In a binary package::
doc/xmlto.xml simply does not exist.

Thanks for ticket, you are right, this is quite strange recommendation. Will expand README to something more useful... Makefile generates manpage from xmlto.xml, so probably this one could be referenced and I could add quick info into README (for the case that you don't have generated manpage)

Documentation in .xml is really hard-to-read. Will fix that in next release (hopefully soon, once I'll get less busy with other things :) )

Closing, improved version of README and web version of "man like" documentation is added in 0.0.24
