#2832 Kojira is too aggressive with cleaning up dist-repos

Let's say if I generate dist-repo today, latest symlink will point to it. After a week, this repo will get GCed by kojira so latest symlink will become broken.

Not sure if by adding new config option or just changing behavior, I'd always like to keep latest repo available - no matter how much time has passed.
