#4555 Build promotion failures if volume toplinks are missing

In #4383, in order to fix an issue with draft symlinks, we had to require that all volume dirs contain a toplink symlink. This path is referenced in the symlinks created at draft promotion.

Unfortunately, if these symlinks do not exist, promotion from non-default volumes will fail late in the process after the files have been moved. This leaves a broken "half-promoted" build where the system cannot find the files.
