pagure dummy third party plugin

Pagure since 5.2 support third party plugins adding new endpoints and potentially performing new features as desired.

This is a dummy plugin allowing to test/show how this plugin system can be used. It's very simple at the moment but can be improved as desired.

For the moment this plugin system is in a very early stage, do not assume it will not change.
